Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

8449 Machinery for the manufacture or finishing of felt or fur felt or nonwovens in the piece or in shapes, including machinery for making felt hats; blocks for making hats
This heading covers machinery for the manufacture or finishing of all types of felt or fur felt or nonwovens, or of articles of such materials, other than machinery for the manufacture of fulled fabrics. The heading also covers hat-making blocks. The machinery used in the operations preliminary to fulling or felting (e.g., fan-type wool-sorting machines, opening machines, scutching machines and carding machines) is the same as that used in the preliminary operations of preparing fibres for spinning, and falls in heading 8445. (A) MACHINERY FOR THE MANUFACTURE OR FINISHING OF FELT OR FUR FELT OR NONWOVENS IN GENERAL This category includes: (1) Felting and matting machines, generally consisting of two heavy ribbed plates, one of which is fixed while the other reciprocates. Between these plates the batt of carded fibres is subjected to friction and high pressure and becomes felted. Such machines also include devices for damping the batt and heating the plates. In some types of these machines the plates are replaced by ribbed rollers. (2) Soaping machines for soaping partly formed felt. (3) Fulling machines. In these machines the pieces of felt, previously soaped, are subjected to the action of hammers to complete the felting. Such machines are classified in this heading even though they may be used for fulling small woven or knitted articles; however, rotary fulling machines, which are used mainly for fulling or felting fabrics, are excluded from this heading (heading 8451). (4) Machines for producing reinforced felt or fur felt. The felt or fur felt and a supporting woollen fabric may be felted together under the action of a heated roller; or barbed needles pierce the batt and draw some of the fibres into a non-woollen base before felting. (5) Finishing machines for felt or fur felt, such as polishing and grinding machines, shearing machines, etc.
(6) Machines for the production of nonwoven materials (e.g., using a dry process, wet process or direct molding). (B) Equipment for the manufacture of FETROW HATS This category of goods includes: (1) Machines for wooling animal hair into the headgear. These consist of a roller system that feeds wool onto rotating brushes or rotating needle-type straps that carry hair onto rotating perforated metal cone cartridges (or the same parts from a grid). A strong flow of air sucks the hair to the surface of the cartridge, for a layer on its surface. (2) Presses for rolling with two grooved slabs, usually of wood, one or both of which can make a reciprocal movement, between which a preformed headgear is laid. (3) Roller presses for completion of headgear blanks. (4) Extension machines where the conical headgear is further shaped and the conical end is rounded. (5) Machines on which the fields of a hat are molded by treating its edges with conical rollers. (6) Polishing machines that remove protruding hair from the surface using pumice or abrasive fabric. (7) Scorching machines for burning protruding hair from the surface of the workpiece of the molded headgear. (8) Machines for ensuring waterproof headgear, in which the blanks of headgear are soaked or covered with shellac or gelatin and pressed between rollers. (9) Machines on which the processing of the fields of the hat is completed and its final shape is given. (10) Sand treatment presses; these devices press hot sand bags to the inner surface of the headgear blank, placed in a hollow shape, ensuring the restoration of the felt surface damaged by previous operations. (11) Machines with rotating cushions to give the felt a smooth shiny surface. Machines for the manufacture of wool felt headgear are the same as the machines described above for the manufacture of headgear from felt made from animal hair, with the exception of the first molding operation. In the case of wool, a layer of fibers from the scratch machine is formed into the headgear blank using a device consisting of two rotating cones. (C) BOLVANS FOR THE MANAGEMENT OF HATS Such bolts may be made of wood or metal (usually aluminum) and used with some of the above machines. Headgear stretchers used in the fitting of headgear are also included in this heading. Contour copying machines
Heads for fitting hats are not included in this heading (heading 9031). Subject to the general provisions relating to the classification of parts (see the general provisions of Section XVI), this heading also includes parts of machinery of that heading. This heading does not cover: (a) calenders for pressing a fibre canvas before draping (heading 8420); (b) knitting machines used for the manufacture of knitted headgear (berets, fezks, etc.) (heading 8447).

The technological line is designed for the production of thermally bonded nonwoven material (syntepone) from polyester synthetic fibers, used in the light and furniture industry as a bulk insulation in the production of clothing, furniture, decorative products and toys.
Full descriptionCollapse description
Nonwoven material is produced by the method of thermal fastening (dry process). Main components: baking pot (one baking pot especially for bik) - 5 pcs. ; Transport belt - 1 pc. ; preliminary loosener with an oiling device - 1 pc. ; mix chamber - 1 pc. ; Thin loosener - 1 pc. ; vibration feeder of the scratch machine - 1 pc. ; automatic tape scales - 1 pc. ; High-speed scratch machine - 1 pc. ; High-speed transducer compost - 1 pc. ; Compensation tape - 1 pc. ; exhaust machine (21 shafts) - 1 pc; thermal camera - 1 piece; cooling zone - 1 pc;
Calendar - 1 pc. material battery - 1 pc. ; cutting and winding machine - 1 pc. ; edge and defective products - 1 pc. ; Metal magnetic separator - 1 pc. ; air cleaning system from dust - 1 pc. ; fibre separator - 3 pcs. ; Electronic control system - 1 pc.
Principle of operation: polyester synthetic fiber (primary, secondary, bicomponent, twisted, matted) in kip is fed to boilers, where it is loosened and transferred to the transport tape, where it is processed with an oiling agent and additionally loosened. Further, the fiber through the pipeline with the help of fans enters the mixing chamber, where it is mixed until a homogeneous mass is obtained and moves through the pipeline into a thin loosener, before which a magnetic separator is installed to extract possible foreign metal particles.
The loosener constantly mixes the fiber, after which it is fed to the tape scales, which determine the necessary amount of raw materials to feed the vibration feeder of the scratch machine, which evenly distributes and places the fiber in the canvas for combing. Further, the resulting canvas passes through the system of shafts of a high-speed scratch machine, where it is leveled, smoothed and laid on a high-speed transducer. Here, depending on the required characteristics, the canvas can be laid in several rows to obtain a denser material.
Then, with the help of compensation tape, the canvas enters the exhaust machine, here the canvas is corrected in width, once again smoothed and removed possible irregularities. Then the canvas passes through the thermal chamber for sintering and fastening the layers among themselves, after which it is cooled in the cooling zone and, if necessary, re-passes the thermal bonding stage on the shafts of the calander. After the calendar, the material follows into the drive to wait for cutting to a given length and width and winding into rolls.
The rejected material enters the edge loosener and defective products, where it is re-split, passes through the air purification system from dust and the fiber separator, from where it again enters the transport belt. Control and control over the operation of the line is carried out by a single control system, through an electric control cabinet and a control panel.
Main technical characteristics: performance: up to 1000 kg / h, final width of the finished product: 4500 mm, raw materials used: fiber 3-6 d polyester and light-melting 4 d, grammar: 100-400 g / m2; overall dimensions (DhShV) 54 x 30 x 4.9 m. For ease of transportation, the line is delivered in disassembled form.

(1 set), cutting and winding device YYHT-640 (1 set), revolving edge opener (connected to a recycling bunker) (1 set), electrical control system, dust removal and filtration system, Fibre recycling tower.
Principle of operation: bundles of fibers are loaded into kip opening machines, where they loosen in the desired volume and through the transporter fall into a preliminary opener with an oiling agent and a magnet. The loosened fiber from sequentially installed openers is supplied by air flow to the vibrational supply and dosing unit necessary for a uniform dosage supply of the fiber to the cardio-coating machine, where the scratching process is carried out. Then the fiber enters the scuff converter for uniform laying of the fiber canvas to a certain width and thickness.
The process of acupuncture begins with compression of the laid fiber and feeding it to the preliminary needle-piercing machine. Further, the needle-piercing cloth with the help of feeding and pressing smooth shafts enters a high-performance needle-piercing machine with a puncture from the bottom up. Further, the canvas is fed to the calendar, where by heat treatment of the surface of the nonwoven material, the required thickness and smoothness of the canvas is achieved, after which the canvas enters the storage device and after pruning the edges (through the edge loosener, the cropped edge is re-entered into production) is rolled into the roll.
The dust removal and filtration system is used to filter the dust, purify the air from the villi passing through the machine, and trap fibers with a diameter for subsequent direction to the vibration machine for secondary processing.
The production line is designed for the manufacture of nonwoven polypropylene materials of the type Spunbond (S), Meltblown (M) and multilayer nonwoven materials Spanbond-Meltblown thermal bonding.

Principle of operation: raw materials in granules (polypropylene and various additives) with the help of a robotic device are poured out of the bags into the bunker, from where with the help of a suction pump they get into the dispenser, which supplies the right amount of raw materials according to a given recipe to the extruder. In the extruder, the raw material melts under the action of temperature and friction until a homogeneous mass is obtained. The resulting mass from the extruder passes through the filtering system and is fed to the spinning unit using a dosing pump.
Passing through the spinning beam filters, the melt is formed in threads that pass through the cooling shaft and hoods, where they are cooled and drawn by streams of cooled air. After that, the threads in a non-sticky state are laid on a moving mesh transporter, on which the canvas is formed. Further, the formed canvas enters the calender (the upper calender has a special engraved pattern, the lower calender has a smooth surface), where, passing between the hot shafts of the calander, the fibers of the canvas are pinpointed together.
Cooling of the shafts of the calander occurs with the help of water from the refrigeration unit (chiller), cooling of the fabric is carried out using cold air pumped by fans. From the calendar, the canvas is fed to the winding and then to the cutting. In the production of Meltblown, the formed fibers are picked up by a stream of hot air, split into smaller ones and laid on a mesh transporter or perforated drum, where they are fastened together and form a monolithic porous canvas. The formed canvas can be subjected to additional fastening with calenders or in its original form to wind.
The entire line is controlled using electric control cabinets and control panels.

The technological line for the production of nonwoven materials (according to needle-piercing technology)
Full descriptionCollapse description
(hereinafter referred to as the line) is designed for the manufacture of technical textiles (geotextiles) using nonwoven technology from synthetic fibers bonded together by acupuncture.
The main components: baking powder (3 sets), a coarse fibre loosening device, a storage device, a fine fibre loosening device, a vibration feeding and dosing unit, a two-size cardochesal machine, a comb converter, a compression feeder of a needle-busting machine comb, a pre-needle-busting machine, a high-speed main needle-busting machine with a bottom-up course, a double-shaft calender, a storage device, an automatic combing machine YY for cutting materials, a busing machine for bubbling, a YY-wooling machine for wireworking machine 60.
Principle of operation: bundles of compressed fiber installed on the boiler, with the help of a transport tape are directed to a movable vertical tape with needles (pins) that align the pieces of fiber and then the necessary portion of fiber is fed to the general transporter line of the coarse fibre loosening device. This device performs a preliminary opening of the pressed fiber and its treatment with a special solution with subsequent supply to the storage unit for storing the primary flow of the fiber. After the fiber is transported to the device of fine loosening of the fiber for the purpose of final loosening of the fiber mass and then through the pipeline is moved to the vibration node of supply and dosing to supply a uniform amount of fiber.
The inclined tape of the specified device cuts the loosened mass in layers and with the help of a loader is transported to a two-seed cardochesal machine, which carries out its final stirring (opening and ordering the fibers in their direction, the output of the wool comb and collecting and removing dust). The obtained material with the help of a transporter is moved to the node of the comb converter, which forms the canvas through its uniform layout with a certain width and thickness. Further, the formed canvas enters the compression feeder of the needle-piercing machine by comb, which is installed in front of the needle-piercing machine, in order to compress the fibrous canvas, and further transport to the acupuncture zone.
The transformation of the canvas into a canvas takes place in two stages: on the acupuncture pre-piercing machine, the acupuncture is performed from above with the help of a needle containing 27200 needles with serrated, where the fibrous canvas passes between the lining and cleaning table to support it; the high-speed main acupuncture machine fastenes the fibers with a stroke from the bottom up by capturing them using 39600 needles with serrated and further moving for processing into a double-shaft calender. The calender device is designed to achieve by heat treatment the required thickness and smoothness received by the villous surface.
The processed cloth coming out of the calender device is fed to the shafts of the drive designed to accumulate the finished cloth and from it is transported to an automatic cutting and winding device for the purpose of cutting the incoming processed cloth to the required width in the longitudinal direction and cutting the uneven lateral edge of the cloth and winding the finished material into the roll. The trimming edge of the fabric is supplied to the machine for unblocking the edge of the material, in which the material cut off from the finished product is processed by machining into a fibrous material in the form of beams and fed into the dosing bin of the dispersal of the edges of the material for reuse on the line.
The line management process is carried out using a single control system. The line is delivered in disassembled form.
Main technical characteristics: performance: up to 500 kg / h, width of the finished web (without edge): up to 6 m, overall dimensions (DhVhS): 23323x18167x6648 mm.
