Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

9602 Processed materials of vegetable or mineral origin suitable for carving and articles thereof; articles molded or carved of wax, stearin, natural resins or natural rubber or model pastes, and other molded or carved articles not elsewhere named or incorporated; gelatin processed, uncured (other than gelatin a of heading 3503) and articles of uncured gelatin

For the purposes of the term "worked", the second paragraph of the Explanatory Note to heading 9601 applies, mutatis mutandis, to this heading (see also, for example, the Explanatory Notes to headings 1404, 1521, 2530, 2714, 3404, 3407, 3503). (I) WORKED VEGETABLE OR MINERAL CARVING MATERIAL AND ARTICLES OF THESE MATERIALS (A) Worked vegetable carving material. This category covers worked vegetable carving materials of the kinds referred to in Note 2 (a) to this Chapter. These include corozo (also known as "vegetable ivory"), dum-palm nuts and similar nuts of other palms (Tahiti palm, palmyra palm, etc.), coconut shells, seeds of the varieties of Canna indica (Indian shot), seeds of Abrus precatorius (or rosary pea), stones corresponding to the signs of the zodiac, olive stones, piassava palm seeds and carob beans.

It also includes articles obtained by moulding powder of vegetable carving materials. (B) Worked mineral carving material. This category covers worked mineral carving materials of the kinds referred to in Note 2 (b) to this Chapter. The heading does not cover the following substances, which fall in heading 2530: (i) irregular blocks or large pieces of meerschaum or amber; (ii) agglomerated meerschaum and amber, obtained from the waste of worked natural meerschaum and from amber scrap by agglomerating or moulding it in the form of plates, rods, bars and similar forms, not worked after moulding. (C) Articles of vegetable or mineral carving material. Subject to the exclusions mentioned below, this category covers articles of vegetable or mineral carving material, such as: (i) small ornaments (e.g., statuettes); (ii) small articles such as boxes and caskets; (iii) discs, whether or not polished (other than blanks for buttons, see the Explanatory Note to heading 9606). (II) MOULDED OR CARVED ARTICLES OF WAX, OF STEARIN, OF NATURAL RESINS OR NATURAL RUBBER OR OF MODELLING PASTES, AND OTHER MOULDED OR CARVED ARTICLES, NOT ELSEWHERE SPECIFIED OR INCLUDED; WORKED, UNHARDENED GELATIN AND ARTICLES OF UNHARDENED GELATIN This category covers, on the one hand, moulded and carved articles of various materials, provided these articles are not specified or included in other headings of the Nomenclature (e.g., articles of plastics – Chapter 39, or of ebonite – Chapter 40). It also includes worked unhardened gelatin and articles thereof (other than articles of heading 3503 or of Chapter 49). For these materials the expression "moulded articles" means articles moulded to give them a shape corresponding to their purpose. On the other hand, materials moulded in the form of blocks, cubes, plates, bars, rods, etc., whether or not pressed during moulding, are excluded. Subject to the exclusions mentioned below, this category covers: (1) Moulded or carved articles of wax: (i) artificial honeycombs; (ii) moulds for electroplating; (iii) artificial flowers, foliage or fruit, moulded in one piece or assembled by processes other than those (e.g., binding, glueing or similar methods) which determine the classification of these articles in heading 6702;

(iv) busts, heads, statues or statuettes (other than articles used as tailors' dummies – see the Explanatory Note to heading 9618, and original sculptures and statuettes – see heading 9703); (v) wax pearls; (vi) T-shaped tubes made of a wax-based preparation and used in certain surgical operations; (vii) imitation sweets, bars of chocolate and other artificial articles made of wax for shop-window display; (viii) ear plugs of wax on a cotton wool base; (ix) wax strips incorporated in textile material, used for filling gaps in wooden foundry moulds. (2) Moulded or carved articles of paraffin wax (particularly containers for hydrofluoric acid). (3) Moulded or carved articles of stearin. (4) Moulded or carved articles of rosin (e.g., rosin for violin bows). (5) Moulded or carved articles of copal (usually imitating articles of amber). (6) Moulded or carved articles of modelling wax (e.g., flowers or plants moulded in one piece, statues, statuettes and similar ornaments). (7) Moulded or carved articles made from a base of flour or starch, agglomerated with gum and varnished (artificial flowers or fruit moulded in one piece, statuettes, etc.). (8) Sheets of unhardened gelatin cut to shapes other than square or rectangular. Rectangular (including square) sheets, whether or not surface-worked, fall in heading 3503 or in Chapter 49 (e.g., postcards) (see the Explanatory Note to heading 3503). Articles of unhardened gelatin include, for example: (i) small discs for fixing billiard cue tips; (ii) capsules for pharmaceutical products and for the fuel of mechanical lighters. Articles covered or inlaid with vegetable or mineral carving materials or with moulded materials fall in this heading provided that the covering or inlay constitutes the essential character of the finished article. This may apply to wooden boxes, caskets, etc., covered or inlaid with materials described in this heading. The provisions of the Explanatory Note to heading 9601 concerning articles excluded from that heading also apply to this heading. The heading further excludes: (a) sealing wax, including bottle-sealing wax (heading 3214 or 3404); (b) candles, tapers and similar articles of paraffin wax or other waxes, of stearin, etc. (heading 3406); (c) modelling pastes, including plasticine for children's modelling, and preparations known as "dental wax" or as "dental impression compounds", put up in sets, in packings for retail sale or in plates, horseshoe shapes, sticks or similar forms (heading 3407);
